LTO cancels donation deal of 4 million license cards
MANILA, Philippines — The Land Transportation Office (LTO) canceled the donation deal for four million plastic license cards, its chief Assistant Secretary Vigor Mendoza II said on Wednesday.
Mendoza said the LTO canceled its donation deal with a private donor to let the Department of Transportation (DOTr) craft the guidelines to ensure that the donation is unconditional.
“Only for that reason, we cancelled the donation, so that we will start from zero to put safeguards in the guidelines to ensure transparency,” Mendoza said in a press conference in LTO’s central office in Quezon City.
LTO previously said that the Philippine Society of Medicine for Drivers pledged to donate four million plastic cards worth P160 million.

An initial 300,000 was supposed to be delivered this month, and subsequent deliveries of 300,000 pieces more will be done every 15 days.
Mendoza said that, to date, the donated plastic cards have not been delivered.
He also noted that the donors welcomed the development.
”They appreciate the transparency we are going to do. It has to be done in a proper manner,” Mendoza said.
