Remulla on ICC: International bodies in PH must adhere to Constitution

MANILA, Philippines — Any international bodies coming into the country must adhere to the Philippine Constitution, Justice Secretary Jesus Crispin Remulla said Friday.

Remulla made the statement following reports of a continuing investigation by the International Criminal Court (ICC) against former President Rodrigo Duterte and that a warrant for his arrest is in the offing.

“I would like to emphasize that any presence of international bodies within the Philippines must adhere to our Constitution and relevant laws,” Remulla said in a statement.

The justice secretary added that the Philippine government, specifically the justice system, is prepared and capable of conducting thorough investigations and prosecuting crimes committed within the country.

“Our justice system is robust and functional, fully equipped to safeguard the rights of our people, irrespective of their color, race, beliefs, or creed,” he said.

In 2018, the Philippines withdrew its membership from the Rome Statute that created the ICC. The withdrawal took effect in 2019.

Remulla said that the Department of Justice “remains resolute in our dedication to upholding the principles of justice and the rule of law.”
